As a celebrant, I'm often asked if I do weddings, and the short answer, is YES (minus the legal stuff)! These ceremonies are often chosen by couples who prioritize their emotional connection, and are comfortable with popping by their local Registry Office a day or two prior to the wedding, to sign their schedule.
